Who should be listed as the primary user during device enrollment for shared devices?

The primary user is the person responsible for a device's security and maintenance. In some cases a shared system, such as a lab or kiosk computer, has no primary user as such. In these cases it's usually most appropriate for the system administrator to list him- or herself as the primary user.
