Condoleezza Rice

66th Secretary of State and Director of the Hoover Institution

Condoleezza Rice is the Tad and Dianne Taube Director of the Hoover Institution and a Senior Fellow on Public Policy. In addition, she is a founding partner of Rice, Hadley, Gates & Manuel LLC, an international strategic consulting firm.

From January 2005 to January 2009, Rice served as the 66th Secretary of State of the United States, the second woman and first black woman to hold the post. Rice also served as President George W. Bush’s National Security Advisor from January 2001 to January 2005, the first woman to hold the position. From February 1989 through March 1991, Rice served on President George H. W. Bush’s National Security Council staff.

Rice served as Stanford University’s provost from 1993 to 1999, during which time she was the institution's chief budget and academic officer. As Professor of Political Science, Rice has been on the Stanford faculty since 1981 and has won two of the university’s highest teaching honors.

In 2022, Rice became a part-owner of the Denver Broncos as part of the Walton-Penner Family Ownership Group. In 2013, she was appointed to the College Football Playoff Selection Committee, formerly the Bowl Championship Series, and served on the committee until 2017.

Rice currently serves on the boards of C3.ai, an AI software company; and Makena Capital Management, a private endowment firm. In addition, she is Vice Chair of the Board of Governors of the Boys & Girls Clubs of America and a trustee of the Aspen Institute.

In 1991, Rice co-founded the Center for a New Generation (CNG), an innovative, after-school academic enrichment program for students in East Palo Alto and East Menlo Park, California, which later merged with the Boys & Girls Club of the Peninsula.

Born in Birmingham, Alabama, Rice earned her bachelor’s degree in political science, cum laude and Phi Beta Kappa, from the University of Denver; her master’s in the same subject from the University of Notre Dame; and her Ph.D., likewise in political science, from the Graduate School of International Studies at the University of Denver.

She has authored and co-authored numerous books on international politics, as well as reflections on her upbringing and her time in government service. Rice is a Fellow of the American Academy of Arts & Sciences and has been awarded over fifteen honorary doctorates.

Amy Steagall is the Chief Information Security Officer at Stanford University overseeing Stanford’s efforts to protect its computing and information assets and to comply with information-related laws, regulations, and policies.

Prior to joining the Stanford team in 2020, Amy retired from the United States Air Force after 25 years of distinguished and honorable service. Throughout her career, she led large organizations and teams, culminating in her role at the Joint Force Headquarters-Cyber at NSA Texas. There she steered cyber mission teams operating in complex security environments and specializing in offensive and defensive cyberspace operations.

Amy holds a Bachelor of Science in Cybersecurity Management and Policy from the University of Maryland.

Dr. Boneh is a Professor of Computer Science at Stanford University where he heads the applied cryptography group and co-directs the Center for Blockchain Research. Dr. Boneh's research focuses on cryptography applications to computer security and blockchains. His work includes cryptosystems with novel properties, secure software design, and cryptanalysis. He is the author of over 200 publications in the field and is a recipient of the 2014 ACM prize and the 2013 Godel prize. In 2016 he was elected to the National Academy of Engineering.

MK Palmore currently serves as Director, Office of the CISO, for Google Cloud. His responsibilities include support of strategic customers engaged in a digital transformation journey. Prior to joining Google Cloud, MK served as the Field Chief Security Officer (Americas) for Palo Alto Networks. MK spent an extensive career in the U.S. Federal Government prior to entering the private sector. In a 22-year career in the Federal Bureau of Investigation (FBI), MK provided leadership and conducted investigations in a number of areas including Cybersecurity, Crisis Response/Management, Risk Management Advisory, and Counter-Terrorism. MK’s cybersecurity certifications include the CISM, CISSP, GCCC and the Carnegie Mellon University CISO Certification. He earned a B.S. from the United States Naval Academy and an MBA from Pepperdine University, Graziadio Business School. MK began his professional career as a commissioned officer in the U.S. Marine Corps.

Todd Ferris, MD, MS is the Chief Technology Officer for Research and Education in the Technology and Digital Solutions department at Stanford Medicine. He is board certified in Clinical Informatics and Family Medicine and is a graduate of Stanford's Biomedical Informatics Training Program as well as part of the program leadership for the Stanford Clinical Informatics Fellowship.

Dr. Ferris has been at Stanford Medicine for more than 20 years, initially focusing on privacy and security by serving as the inaugural privacy and security officer for the School of Medicine. He then focused on securely making the large amounts of Electronic Health Record data research ready via the Stanford Center for Clinical Informatics STRIDE project. Recently he has been focusing on technology-enabled care delivery and clinical research space.

Erwin came to SLAC from Lawrence Livermore National Laboratory where he worked for over 11 years in the Cyber Security program, where he held numerous technical and leadership positions. Erwin is a proficient IT leader with a wealth of business and technical experience in risk management, network intrusion analysis, forensics, malware reversing, cyber incident handling, security assessments, web application and penetration testing, and application software development.

Erwin has a Bachelor’s degree from California State University, Chico in Computer Engineering; in addition, he holds numerous Cyber Security certifications.

Rob Maclay joined Stanford Children’s Health in 2021 as the Chief Information Security Officer overseeing the health system’s Information Security program. His key focus areas are building a mature security program that includes comprehensive risk management, user education, and identity and access management. Prior to Stanford Children’s Health, Rob worked for Stanford Health Care, Accenture’s global security division, and Coalfire Systems. Rob has consulted for a wide range of businesses and non-profits from small banks to Fortune 500 companies. He has multiple certifications from Epic, Azure and is a Certified Information Systems Security Professional (CISSP). Rob earned a Master’s in Telecommunications and a Bachelor’s in Business from the University of Colorado at Boulder.

Jean-Raymond Pierre is the Senior Enterprise Architect for Stanford Health Care. Jean-Raymond is responsible for IT standards and policy management and enterprise architecture governance. He chairs the Architecture Review Board and is a member of the Risk and Compliance Review team. Prior to joining Stanford Health Care in 2013, Jean-Raymond worked at SLAC National Accelerator Laboratory for 10 years. During his time there, he led a high-performance team which created novel solutions and deployed cutting-edge technologies in support of science and operations initiatives including GLAST (Later renamed FGST - Fermi Gamma-ray Space Telescope), LSST (Large Synoptic Survey Telescope), EXO (Enriched Xenon Observatory), LCLS (Linac Coherent Light Source), and others.

Jean-Raymond served in the United States Marine Corps as a non-commissioned officer where he held a TS/SCI clearance. Jean-Raymond's duties, amongst others, encompassed creating tactical data communication solutions, and co-developing and testing emerging technologies with MCTSSA across multiple mediums including wired, wireless, and satellite by adapting and integrating consumer and military technologies in both friendly and hostile environments. As a part of the Surveillance, Reconnaissance, Intelligence Group (SRIG), Jean-Raymond was deployed around the world on various Marine Expeditionary Units where he earned the Navy and Marine Corps Achievement Medal and was given letters of commendation for exceptional performance.

Jean-Raymond has over 20 years of experience in architecting, building, managing, and securing information systems and technology in defense, internet retail, science, healthcare, and high-tech industries.

Allison Henry wrote her first computer program in BASIC to automate the painfully repetitive task of alphabetizing her weekly 4th grade spelling list. From an early age, she has been building and securing information technology solutions to solve problems and enable people to do what they do best.

After graduating from UC Berkeley with a Bachelor of Science in Integrative Biology in 1996, Allison started her Information Technology career as a system administrator at UC Santa Cruz.

Allison came to UC Berkeley in 2004 when she joined Communications and Network Services and pivoted to Information Security in 2006. In 2013 she started managing the Security Operations team, providing monitoring and incident management services for the complex and heterogeneous UC Berkeley campus computing environment. In that role she led initiatives to modernize security operations through custom built systems for automated alert processing and incident management. This allowed the Security Operations team to scale with the growth of the campus network. In 2018 Allison served as Associate CISO and provided oversight and direction for Information Security Assessments and Compliance activities, before assuming the role of Chief Information Security Officer in December of 2019.

In addition to information technology and security, Allison has a passion for the study of optimizing human performance through fitness and nutrition, and enjoys endurance athletics including trail running and triathlon.

This presentation will discuss how UC Berkeley manages risks to Information Security, Information Privacy, and Autonomy Privacy, through strong partnership and an effective governance structure that addresses both sides of the information risk coin. Scott and Allison will describe how the ISO and Privacy Office collaborate to balance the sometimes conflicting objectives of addressing security threats with maintaining individual privacy protections. They will explain the work of our Information Risk Governance Committee, and share real-world use cases for balancing security, privacy, transparency, accountability in our campus information risk programs.

Scott Seaborn is the Campus Privacy Officer at the University of California, Berkeley. Scott has worked in the privacy and compliance fields for over 20 years, including positions at the U.S. Department of Health and Human Services, Office for Civil Rights (OCR); County of Napa; and Genentech, Inc. While at OCR, Scott was part of the initial investigative team tasked with enforcing HIPAA, when enforcement of the HIPAA Privacy Rule began in the early 2000’s, and he has been passionate about protecting the privacy rights of individuals ever since.

Scott has a Bachelor of Arts degree in Political Science from UCLA and Master’s Degree in Pacific International Affairs from the University of California, San Diego.

When not working on privacy or compliance matters, Scott enjoys traveling, especially to Spain and France, and spending time sampling the culinary delights of the Bay Area with his family.

Michael Duff completed his undergraduate and graduate degrees in computer science and physics at MIT. While there, he founded an electronic medical records company and later served as CTO of the acquiring organization. Michael then devoted a year to teaching undergraduate and graduate computer science courses as a Visiting Instructor at Miami University in Ohio before relocating to Silicon Valley, where he led the information security program at SRI International in Menlo Park for the next 11 years. Michael joined Stanford University in 2012 and ascended to the Assistant Vice President and Chief Information Security Officer role in 2013, adding the Chief Privacy Officer role in 2018. After 10 years at Stanford, Michael was recently appointed as Harvard's Chief Information Security and Data Privacy Officer. Michael serves on several advisory boards, providing cybersecurity and privacy expertise.
