Whether you are new to the system or need a refresher on specific functions, the step-by-step guides in the training library will ensure you are well-equipped to use CardinalShield IM effectively in critical moments.

Situational Awareness

Click the Situational Awareness button to access multiple Situational Awareness resources including: 

  • Earthquakes
  • Power Outages
  • Responding Local, State Partners

  • Transportation / Traffic
  • Weather Wildfires, Smoke & Air Quality

View all resource requests

Click Resource Requests to open a dashboard that contains all Resource Requests initiated by individual DOCs. Double-click on Request ID to open the request to review details. If editing is necessary, click Edit in the lower right.

Incident tracking

This will take you to a dashboard containing information to assist with tracking all current incidents.

Cockpit messages

  1. The Cockpit is a Slack-style messaging system built directly into CardinalShield.
  2. Use the convention @name to direct a chat message directly to an individual. They will receive a notification that they have been mentioned.
  3. All members of the EOC can see the Chat conversation.
  4. To return to your home Dashboard, select the light blue button in the upper right and select Dashboard.

Policy Group

This will open the Policy Group status board for questions pending Policy Group review.

This link will open a reference page that contains IAPs and several forms that are used in IAPs.

Seismic damage assessment

  1. The EOC dashboard includes a "Seismic Damage Assessment" button, which takes you to the "Seismic Damage Assessment" page.
  2. In the Seismic Damage Assessment page, select, SU-Seismic Damage Assessment - Create Entry form.
  3. Fill out the form, which is the Building Assessment Team (BAT) report.
  4. In the form, select the building by clicking the blue List button and selecting a building.
  5. Fill out sections A and B in the form. Input notes from the BAT inspection.
  6. Submit the form and click Stay Here to open the “BAT Lead review and approval” workflow.
  7. Complete the "BAT Lead review and approval workflow."
  8. Confirm building status and attach an ATC-20 form or a generic assessment form.
  9. Complete the LBRE Building Repair form and submit.
  10. Submit the SUFMO workflow to get Fire Marshal approval to reopen the building.
  11. Complete the UIT workflow to get UIT approval to reopen the building.
  12. Complete Local building owner/manager workflow for approval to reopen the building.
  13. Confirm building status and submit to the EOC.
  14. Verify the building status on the CardinalShield map.

Create and publish and an after action report (AAR)

  1. The AAR Dashboard contains a form to create, approve and publish an AAR.
  2. The dashboard also includes lists to view all AARs and the most recent AAR.
  3. Observations submitted throughout an incident will be included in an AAR.
  4. Click Create an Entry to start the AAR process. The AAR is composed of several elements.
  5. First, select the incident for which this AAR is being created.

Incident/Event Links

Create a new task

  1. Click Create Task to start the Task process.
  2. Select a "Task Type." Most tasks will simply be a "Basic Task."
  3. Select a name for the person to be assigned to the Task.
  4. Leave the Progress field alone if this is a new task.
  5. Enter a due date and time.
  6. Additional Task settings allow you to set a Start Date, Reminders time for you and a Reminder Time for the Assignee.
  7. In Additional Info, include as much information about the task as possible so that the Assignee has all the information that they need to execute the task.

Create a resource request

You can track resources requested by other DOCs, which you may be able to fulfill, and resources requested by your DOC. 

  1. Select the environment for the request.
    1. If the STAT is operational, select the DOC/STAT option.
    2. If an EOC has been established, select DOC/EOC.
  2. Select the unit to receive the resource request
  3. If you have a PTA for the request, include it.
  4. Select the Incident with which this request is associated.
  5. Complete the details for your resource request.
  6. Include a location if the material needs to be delivered.
  7. Indicate the Priority of the request and/or alternatives.
  8. Select another local DOC member to review and approve the request before it will be officially submitted.
  9. Add any additional comments about the request.
  10. Click Submit in the lower right to forward the request to the local approver.

Share observation

At any time, any EOC member can register an Observation to be included in the After Action Report. Simply click Share Observation, fill out the simple form, and Submit.

Initiate EOC roster

If the EOC needs to go into extended operations with a new Operational Period, you will need to clear the EOC roster and create a new version. 

  1. Select Initiate EOC Roster.
  2. If an incident has already been submitted for this event, select Yes to "Do you have an incident created from this roster?"
  3. Click SU-Incident Activation and then select the incident from the list of current incidents.
  4. Leave the Activation Level set to “EOC.”
  5. To select roster positions/roles for the EOC activation, select specific positions or click Select All.
  6. To clear any existing entries, select Yes for "Do you want to remove previous check-in positions/roles?" It is recommended that you do this when activating for a new incident.
  7. If “yes,” this will activate an option "Initiate Removal." Click Initiate Removal. On the next page, select Remove. Then select the first check box in the upper left to select all open positions.
  8. In the lower right of the screen, select Add Selected Entries.
  9. On the next screen, in the lower right, select Submit. This should return you to the Initiate Roster form. In the lower right, select Submit. The roster is now active.
  10. Individuals staffing the EOC can now claim their role and indicate the organization they are representing by scrolling to the Roster Check-In section. On the left-hand side, click the RED box next to the appropriate role to claim that position. This will move the position to the right-hand box and indicate the person representing that organization. The box on the right should then show the role and the identified individual. This builds the active EOC Roster one person at a time.

Clear EOC roster

  1. To clear an existing roster Select Clear EOC Roster. This will reset the roster for future use either at the end of an event or at a shift change.
  2. Select Remove. Then select the first check box in the upper left to select all open positions.
  3. In the lower right of the screen, select Add Selected Entries.
  4. On the next screen, in the lower right, select Submit. This should return you to the Initiate Roster form. In the lower right, select Submit.
  5. The roster is now active.

Admin Tasks

Create a new announcement

  1. To create a new announcement for the EOC, click Create New Announcement. All members of the EOC will be able to see the announcement in CardinalShield.
  2. Complete the simple form for the announcement and click Submit.
  3. Including an Alert will send a message to all EOC members.

Create a new meeting

  1. To schedule a meeting, click Create New Meeting.
  2. Complete the information about the meeting and click Submit.

Add a new FAQ and answer

  1. Adding a FAQ will place a new item on the FAQ Dashboard that is available to all DOCs.
  2. Add the information about the FAQ and click Submit

Upload files to CardinalShield IM

On the far left of the screen, hover your mouse over the icon that looks like two pieces of paper on top of each other. This will slide open a menu that includes an icon for Files. Click Files to open a feature for storing files within CardinalShield for use during emergency events. Use this tool to upload EOC incident documents to CardinalShield.
