How can I get authority in Authority Manager for a project that's shared by two or more organizations?

Someone in each organization must grant authority for the portions of the project owned by their organization. This will result in two or more separate assignments that can be edited and revoked separately. All the assignments will appear in the Person view; the assignments specific to an organization will appear in its Organization view.
