"Grant-only" appears on the "conditions" (final) step of the grant wizard. It's a third choice in the drop-down selector: can grant, cannot grant, or can only grant.
However, the grant-only option does not appear for all privileges — the option is made available for specific privileges at the discretion of the business owners.
